x262, Mpeg-2 видео кодировщик, работающий на базе видео энкодера x264.

x262, an mpeg-2 encoder building on the best-in-class features of x264.

Изменения / Changes:

• MPEG-2: Default to MPEG-2 encoding if the binary is called as x262;
• MPEG-2: Have 'x264 --version' indicate MPEG-2 support;
• MPEG-2: Don't profile with --mpeg2 when MPEG-2 support is disabled;
• MPEG-2: Faster C dequant.     Also fix clipping (thanks to George Stephanos);
• MPEG-2: ARM NEON dequant assembly functions.

Caution, this experimental version!
